The FRS, founded in 1998, is an independent research centre and the leading French think tank on defence and security issues. Its team of experts in a variety of disciplines contributes to the strategic debate in France and abroad, and provides unique expertise across the field of defence and security studies. In the sphere of international security, the FRS’ specific focuses are on security doctrines, arms control, proliferation/dissemination issues and challenges, and non-proliferation regimes and policies (small arms, conventional weapons, biological and chemical weapons, nuclear weapons, and their delivery systems). The FRS maintains an active presence in the strategic debate through its publications, its website, and the events it regularly organizes. It is also an active member of the network of European and international research centres.

Dr. Antoine Bondazis a Research Fellow and the Director of both the Korea Program and the Taiwan Program at the Fondation pour la Recherche Stratégique (FRS). His research focuses on China, Taiwan and Koreas’ foreign and security policy, and strategic issues in East Asia. He advises senior government officials as well as private entities in France and Europe and participates in numerous high-level track 1.5 dialogues with top Asian government officials. He has testified before the French National Assembly and Senate, the European Parliament, the OECD, NATO and at the UN. An Associate Professor at Sciences Po Paris, he also teaches at Paris 1 Panthéon-Sorbonne, the Paris War College and the National Defence Institute of Higher Education. In 2020, he authored “From critical engagement to credible commitments: a renewed EU strategy for the North Korean proliferation crisis” for the EUNPDC. |

Dr Isabelle Facon Senior Research Fellow and Deputy Director |
A Senior Research Fellow, Isabelle Facon is the deputy director in charge of research at Fondation pour la Recherche stratégique. A specialist on Russia, she has been working extensively on Russian military affairs (doctrinal evolutions, military reform processes, defense industry issues, defense diplomacy…). She has also devoted a lot of research to the study of Russia’s foreign policy, with a focus on its Asia dimension and on Russian-European relations. She is the author of more than 100 publications. Isabelle Facon spent her academic time at Université Paris IV-Sorbonne before obtaining her PhD at Université Paris II Panthéon-Assas. She was a Senior Associate Member of Saint Antony’s College (Oxford University, 1992-93). Isabelle Facon has been a Senior Lecturer at Ecole polytechnique (Geopolitics of Eurasia Seminar) since 2008. |

Benjamin Hautecouverture is a Senior research fellow for nonproliferation and disarmament issues. He used to be a researcher at the Center for arms control and international security (French acronym CESIM) in Paris from 2006 to 2010, where he was editor-in-chief for the Non-Proliferation Monthly. He used to be a lecturer at Science Po Paris and at the Ecole Polytechnique in Paris. His areas of focus have included the study of strategic relations between states, nuclear deterrence, nonproliferation and disarmament in the field of weapons of mass destruction, the nuclear proliferation phenomenon and nuclear proliferation crises, and the North-East Asian strategic landscape. |

Agnès Levallois Senior Research Fellow |
Agnès Levallois is a Senior Research Fellow at the Foundation for Strategic Research. She has been co-piloting the Observatory on the Arab-Muslim World and the Sahel since March 2016. It specialises in contemporary Arab world issues, geopolitical and geostrategic developments, terrorism and radicalisation issues. In addition she has been involved in an EU-funded project implemented by FRS on the HCoC, focusing on ballistic proliferation in the Middle East. |

Dr. Nicolas Mazzucchi is Research Fellow at the Fondation pour la Recherche Stratégique in charge of cyber, energy and primary goods issues. He holds a PhD in Economic Geography from Université Paris I Panthéon-Sorbonne. Dr. Mazzucchi wrote his PhD thesis on the influence cross relationship between states and companies in the energy sector. Before joining the FRS, he was in charge of energy analysis team at the French Ministry of the Armed Forces Joint Staff. Nicolas Mazzucchi was also fellow “armaments and defense economics” at the Institute for Strategic Research (IRSEM) and associate-fellow at the Institut Français des Relations Internationales et Strategiques. He teaches international relations, energy geoeconomics and cyberstrategy at the Ecole militaire in Paris. Dr. Mazzucchi is also scientific advisor in foresight analysis for Futuribles International and auditor of the 25th session of the Ecole de Guerre and reserve officer (Lt-Col ; OF-4) for the French Armed Forces Joint Staff. |

Paul Wohrer is a research fellow at the Foundation for Strategic Research on space security. He graduated from Science Po Bordeaux in 2014, and from the International Space University’s master’s program in 2017. Paul began to work at the Foundation for Strategic Research during his master’s thesis for the International Space University, working on various aspects of space security. His work focuses on space systems and launch systems development policies, and the influence of new technologies on security and defense operators. |
