The HCoC and New Technologies

In the field of arms control and non-proliferation, ‘emerging technologies’ are commonly perceived as creating potential threats that may make it even more difficult to prevent arms racing and regulate global competition. Given the dual-nature of the Hague Code of Conduct, space developments must also be considered to assess the adaptability of the regime to new technologies.

The HCoC And the Use of Ballistic Missiles in Conflict

The generalisation of ballistic missiles as conventional weapons, used regularly as an alternative to air strikes, cruise missiles or even drones, conducts to a new reflection on the role of the Code in the current environment.

The Rise of Small Launchers: What Impact on Ballistic Missile Proliferation?

This paper recalls the state of ballistic missile proliferation at the time of the adoption of the Code, before delving into the genesis of the Code and especially the various reports and meetings that promoted the adoption of a supply-side multilateral instrument. It describes the conferences and diplomatic efforts that led to the Code in 2002. It also explains why the Code ended up the way it is today with modest ambitions but concrete outcomes.

The HCoC as an effective Risk Reduction Tool

On 11 April 2024, FRS organised a side-event in the margins of the HCoC Annual Regular Meeting in Vienna. The side-event allowed participants to reflect on how the HCoC is used to reduce the risks of misunderstanding and miscalculation created by the deployment of missiles and why it is a valuable multilateral tool.

Visit of NARO Space Center, Republic of Korea

On 19-21 March 2024, as part of the European Union’s decision to support HCoC, the FRS organised a visit to NARO space centre (Republic of Korea), in close cooperation with the Korean Ministry of Foreign Affairs, Ministry of Science and ICT and KARI.

Missile Proliferation and the Middle East: Ways Forward

In January 2024, the Foundation for Strategic Research and the B’huth co-organised a seminar in Dubai (UAE) to engage with representatives from 10 countries and key actors from the region. This is part of a series of seminars organised all over the globe by the Foundation to spread awareness on the role of the Hague Code of Conduct with the support of the European Union.

Upcoming Trends in Missile Proliferation

On 15 June 2023, FRS organised a side-event in the margins of the HCoC Annual Regular Meeting in Vienna. The side-event presented the main trends regarding missile proliferation, and to assess how they are influencing the arms control architecture aimed at reducing the destabilizing nature of these weapon systems.
