Ireland is the new HCoC Chair for 2023-2024

On 15 June 2023, Ambassador Umar from Nigeria officially handed over the Chairmanship of The Hague Code of Conduct to Ireland during the 22nd Annual Regular Meeting of subscribing states in Vienna. Ambassador Eoin O’Leary will lead the Irish effort for the universalisation of the Code during this coming year.

Following up in the steps of Ambassador Suleiman Dauda Umar from Nigeria, Ambassador Eoin O’Leary from Ireland has been designated as new Chair for 2023-2024.
Amb. Eoin O’Leary has been Permanent Representative of Ireland to the United Nations.
During his career, Mr. O’Leary has served in various capacities, among them:
Ambassador to China, Beijing (2017-2020); Director General, European Neighbourhood and Policy Division (ENP), Department of Foreign Affairs and Trade (2016-2017); Director General, European Union Division, Department of Foreign Affairs and Trade (2015-2016); Ambassador to Russia, Moscow (2013-2015); Ambassador, Permanent Representative to the Organization for Security and Co-operation in Europe (OSCE), Vienna (2007-2013); Assistant Secretary, European and International Affairs Division, Department of the Taoiseach (2001-2007); Assistant Principal/Principal Officer, European and International Affairs Division and Economic and Social Policy Division, Department of the Taoiseach (1995-2001).
Mr. O’Leary hold a Bachelors of Arts (Education and Maths) from St. Patrick’s College and a Diploma in Legal Studies from King’s Inns and is a qualified Barrister at Law, King’s Inns.
