SUMMARY:Fourteenth EU Non-Proliferation and Disarmament Consultative Meeting
DESCRIPTION:The fourteenth Consultative Meeting of the EU Non-Proliferation and Disarmament Consortium brought together experts\, practitioners\, and policymakers for two days of in-depth discussions hosted by the FRS on behalf of the EU. This year’s meeting focused on the most pressing challenges in arms control\, disarmament\, and non-proliferation\, beginning with high-level exchanges on missile defence and strategic risk reduction\, space security\, rising tensions in South Asia\, and the diversion and illicit trafficking of conventional weapons in Syria. \nThe second day expanded the conversation with sessions on global arms markets\, the militarisation of dual-use and uncontrolled items\, the proliferation and regulation of UAVs\, and the implications of emerging and disruptive technologies\, including quantum capabilities\, for international security. SUMMARY:Thirteenth EU Non-Proliferation and Disarmament Consultative Meeting
DESCRIPTION:The thirteenth consultative meeting of the EU Non-Proliferation and Disarmament Consortium was a research\, reflection\, and exchange event with two distinct parts. \nThe first part of our meeting was devoted to the impact of major current factors in the evolution of non-proliferation and disarmament issues: Russia’s aggressive foreign policy\, emerging and disruptive technologies\, the assertion of Chinese power\, and the multidimensional crisis affecting the Middle East region. The implementation and universalisation of the Ottawa Convention banning anti-personnel landmines will also be addressed. \nThe second part looked at general trends and specific updates: the global movement of arms transfers\, the fight against diversion (technical and political tools\, and the role of Industry)\, and the latest issues in the use of artificial intelligence in military matters. \nAs in previous years\, theoretical\, institutional\, political\, and industrial approaches were combined to provide the most useful responses to the new security challenges. SUMMARY:Twelfth Consultative Meeting of the EU Non-Proliferation and Disarmament Consortium
DESCRIPTION:The 12th Consultative Meeting of the EU Non-Proliferation and Disarmament (EUNPD) Consortium was held on 12 and 15 June 2023. \nOrganised by the Fondation pour la recherche stratégique (FRS)\, the meeting focused on the European angle of the current topics of debate: interests\nof the EU\, impacts of risks and threats on European security interests\, and common policies. In addition\, the Meeting focused on technical\, operational\, and strategic approaches to the questions posed\, trying to step back from the current debates to give them analytical depth. \nThe eleventh consultative meeting (the year before) was devoted to a review of multilateral control export regimes. The 15 June 2023 meeting extended this reflection by focusing on European actions in support of EU’s own policy goals as well as of the existing major multilateral treaties and mechanisms to fight against diversion and illicit trafficking of conventional weapons\, the control of transfer of dual-use and emerging goods and technologies against the backdrop of present security challenges\, and the current normative approaches to the technological debate on weaponisation of emerging technologies\, to\nidentify potential gaps in strategic trade control and ways to address them. \nThe participants were encouraged to draw conclusions to inform the upcoming review of Common Position 944/2008 defining common rules governing control of exports of military technology and equipment\, and present works of the Dual-Use Working Party. As far as non-proliferation and disarmament are concerned\, the12 June 2023 meeting focused on nuclear\, ballistic and space issues in relation to the current major technological and strategic challenges: hypervelocity and increasing conventional penetration capabilities\, dual systems\, integration of command-and-control systems\, multi-domain approaches. SUMMARY:Eleventh Consultative Meeting of the EU Non-Proliferation and Disarmament Consortium
DESCRIPTION:The 11th Consultative Meeting of the EU Non-Proliferation and Disarmament (EUNPD) Consortium was held on 14 and 15 September 2022. \nOrganised by the Fondation pour la recherche stratégique (FRS)\, the meeting focused on the topicality of multilateral export control regimes. \nA long-standing and important part of the global non-proliferation architecture\, multilateral export control regimes are informal groups of states that agree to coordinate their export control policies and practices for military and/or dual-use goods and technologies in order to prevent the associated proliferation risks. In addition to the four main existing regimes (the Australia Group\, the Missile Technology Control Regime\, the Nuclear Suppliers Group and the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies)\, specific European mechanisms have been added over time. Thus\, a EU regulation governs the export control regime of dual-use items. Additional restrictive measures (such as the sanctions imposed on Russia after the launch of its armed aggression against Ukraine\, for example) have been or may be added to these mechanisms\, whether voluntary or binding. All these measures play a direct role in the fight against proliferation\, but also in disseminating norms and involving industrial and scientific stakeholders in the global security architecture. \nThis eleventh Consultative Meeting of the EU Non-Proliferation and Disarmament Consortium was devoted to a critical review of existing regimes. SUMMARY:Ninth EU Non-Proliferation and Disarmament Consultative Meeting – virtual event
DESCRIPTION:10 September 2020 – 11 September 2020\nThe 9th consultative meeting of the EU Consortium on Non-Proliferation and Disarmament was held on 10 and 11 September 2020 in remote format. It was an opportunity to welcome the new Special Envoy on Disarmament and Non-proliferation and Head of the EEAS Disarmament Non-proliferation and Arms Export Control Division\, Ambassador Marjolijn van Deelen\, who focused her presentation on the challenge of multilateralism in arms control. \nThis year\, our consultative meeting also addressed in particular Arms control\, non-proliferation and disarmament challenges in the context of the global health crisis; the challenges facing the EU in the run-up to the 10th NPT Review Conference to be held in 2021; Artificial Intelligence in weapon systems\, the norm of non-use of chemical and biological weapons\, key developments in the global and European arms trade\, and attempted to elaborate a long-term view on non-proliferation and export control regimes. \nDespite the format constrained by sanitary conditions\, the meeting allowed more than 80 European participants representing States\, the EU\, and research centres of our Consortium network to discuss the thorny questions that the particularly tense strategic environment poses in terms of arms control and international security. \nYear after year\, changes in the technological context in which new weapons systems are emerging are increasingly at the heart of the reflections of our group\, with the aim of placing European action at the forefront of the new challenges facing arms control\, non-proliferation and disarmament. \nNoteworthy this year: for many participants\, the global sanitary crisis will probably have contributed to increasing the polarization in arms control and disarmament. \n \n10 September 2020\n15:15 – 15:30\nWelcome and introduction to the meeting\nAmb. DESCRIPTION:Final Program\n  \n \n  \nThe Third Consultative Meeting of the EU Non-Proliferation Consortium took place on 3 and 4 November in Brussels. It continues the series of European expert meetings\, which started in 2011 with the so-called Kick-off Meeting and was followed by the Second Consultative Meeting in 2013. Both events took place under the Council Decision 2010/799/CFSP. \nThe aim of the consultative meetings is to provide a forum for discussion and exchange of views on non-proliferation and disarmament matters for European experts\, researchers\, academics and practitioners. \nThe Third Consultative Meeting took place under the Council Decision 2014/129/CFSP and will be followed by a fourth and fifth meeting in 2015 and 2016\, respectively.
