Wilton Park is a global forum for strategic discussion organising over 50 events a year in the UK and overseas, bringing together leading representatives from the worlds of politics, business, academia, diplomacy, civil society and media. We focus on issues of international security, prosperity and justice. Our meetings provide a neutral environment where conflicting views can be expressed and debated openly and calmly, allowing acceptable compromise and resolution to be achieved. We encourage innovation in global thinking by provoking lively debate and promote inclusivity among the policy-makers and opinion formers. Discussions are non-attributable to encourage frank exchanges and open dialogue.
As a key theme throughout our 60 year history, Wilton Park discussions on defence and security cover policy and capability, effective conduct of stabilisation and counter-insurgency operations, the prevention of the spread of weapons of mass destruction, biosecurity and the verification of multilateral agreements. The security programme addresses NATO priorities, defence systems and state intelligence. Over 20 years we have acquired a global reputation for our work in support of international policy on the non-proliferation of weapons of mass destruction. We have helped achieve successful outcomes in the diplomatic and political processes relating to the regimes for nuclear, biological, and chemical weapons as well as their delivery vehicles.

Robert’s current conference programme includes energy security and nuclear energy policy, counter-insurgency and stabilisation operations, civil-military co-ordination, and defence policy and capability. Robert was previously Senior Research Associate at the U.S. Center for Research and Education on Strategy and Technology (U.S.-CREST) and an Associate Fellow at the Royal United Services Institute (RUSI). He was Senior Consultant at Ogden Environmental and Energy Services and a freelance consultant to the Institute for Defense Analyses, French-American Foundation, and Numark Associates. In his work for Ogden and Numark Associates he served as project manager and/or contributing author of numerous studies in the field of nuclear non-proliferation and nuclear energy, including US and European nuclear export policies, the global market for uranium enrichment services, approaches to civil plutonium use, policies towards the use of mixed-oxide fuel in nuclear power reactors, public acceptance of underground laboratories for the siting of high-level nuclear waste (HLW) repositories, post-closure management issues related to HLW repositories, and the organisation of nuclear regulatory systems in European countries. Robert has also authored numerous reports and publications in the areas of foreign policy, security, and energy, including on coalition military operations, defence transformation, civil-military co-ordination, transatlantic security relations, and energy security. Robert studied History at the University of Michigan (BA Hons) and International Politics at the Institut d’Etudes Politiques of Paris (PhD). |

Julia’s current conference programme focuses on justice and home affairs, including migration, organised crime and counter-terrorism. She also runs the annual ‘Futures’ conference and regular events on public diplomacy and cyber security. Having joined Wilton Park in 2005, Julia was previously International Development Manager at the Refugee Council. Prior to this, she was responsible for contingency planning in the refugee sector, and in 1999, was UK Co-ordinator of the Kosovan Humanitarian Evacuation Programme working with government to ensure the safe reception of four and a half thousand Kosovar refugees into the UK. In 1993, Julia was seconded to UNHCR, Western Afghanistan on the emergency shelter programme for refugees returning from Iran. Previously, she worked as a welfare rights adviser. Mark’s current conference programme focuses on nuclear non-proliferation, especially the future of the NPT and the prospects for nuclear reductions and elimination. He also has a strong interest in chemical and biological weapons non-proliferation, and arms trade treaty issues. Mark was previously Research Fellow at the Mountbatten Centre for International Studies and Lecturer in International Security at the University of Southampton, and Research Fellow at Swansea University. His publications include NATO Enlargement During the Cold War: Strategy and System in the Western Alliance (Palgrave); co-author, Britain, Australia and the Bomb: The Nuclear Tests and Their Aftermath (Palgrave); and a number of articles on missile proliferation, nuclear disarmament, and missile defences. Mark studied Politics at the University of East Anglia (BA Hons), and International Politics at the University of Wales Aberystwyth (MSc Econ Strategic Studies and PhD). |
