VERTIC (United Kingdom)

VERTIC (the Verification Research, Training and Information Centre) is an independent, non-profit-making charitable organization. Established in 1986, VERTIC supports the development, implementation and verification of international agreements as well as initiatives in related areas.
VERTIC provides this support through research and analysis, assistance and training, dissemination of information, and interaction with the governmental, diplomatic, technical, scientific and non-governmental communities.
VERTIC’s work focuses on the development and application of monitoring, reporting, review, verification and compliance mechanisms, and on national implementation measures.
VERTIC is based in central London, governed by a Board of Trustees and advised by an International Verification Consultants Network. It is funded by philanthropic foundations, governments and other organizations and is regulated by the Charity Commission for England and Wales (Reg. Co. No. 3616935, Reg. Charity No. 1073051).

Angela Woodward Deputy Executive Director Acting Programme Director for Special Projects	Angela Woodward was appointed Deputy Executive Director in October 2014. She joined VERTIC in April 1999 and has held a succession of posts in the organisation, including Executive Director from 2007-2009 when she stepped down to return to live in New Zealand. She works on legal, policy and technology aspects of arms control and disarmament verification, and on national implementation and compliance with ACD agreements. She has served on New Zealand’s Public Advisory Committee on Disarmament and Arms Control (PACDAC) since 2011 and is an Adjunct Senior Fellow at the School of Law, University of Canterbury, New Zealand. Angela holds an LLM in Public International Law (Merit) and a Post-Graduate Certificate in Higher Education from the London School of Economics and Political Science, University of London, and a BA (Hons) in Political Science and an LLB from the University of Canterbury, New Zealand. Sonia Drobysz Programme Director for National Implementation	Sonia oversees the strategic vision and delivery of the National Implementation Measures Programme, to develop, direct and implement global projects on the legislative implementation of obligations arising from international instruments for the non-proliferation of chemical, biological, radiological and nuclear (CBRN) weapons and the security of related materials, International Health Regulations and Codex Alimentarius. She currently is a key expert for EU CBRN CoE Project 53, and nonkey expert for Project 61 and Project 67.Sonia formerly taught at the Sorbonne University and was also an associate research fellow at the French Centre for International Security and Arms Control Studies (CESIM) where she worked and published on the IAEA safeguards system.Sonia holds a PhD in international law from University Paris I Panthéon Sorbonne. She also holds a university diploma in international nuclear law from University Montpellier 1/ OECD Nuclear Energy Agency, and a master degree in international law and international organisations from University Paris I.She speaks English, French and Spanish. Larry MacFau Programme Director for Verification and Monitoring	Larry directs VERTIC’s Verification and Monitoring Programme where he works on arms control, security, and natural resources as well as fundraising, strategy and grant management. Larry has developed and run projects focusing on analytical assessments, creating new tools, capacity building and dialogues for a variety of governments and foundations. These include projects on nuclear safeguards; security and disarmament verification; illicit trafficking; alleged use of WMD; conventional weapons monitoring; cyberspace; climate change; and trade in natural resources. Yasemin Balci Senior Legal Officer	Yasemin Balci is a Senior Legal Officer for VERTIC’s National Implementation Measures Programme. She provides legal advice on the legislative implementation of the Chemical Weapons Convention, Biological Weapons Convention, UN Security Council Resolution 1540 and agreements related to nuclear security.Yasemin holds an LLM in international law from the University of Cambridge, where she studied on a Huygens Scholarship. She finished her honours undergraduate degree at University College Utrecht and obtained her law degree from the University of Amsterdam. She has a university diploma in international nuclear law from University Montpellier 1/OECD Nuclear Energy Agency.Yasemin formerly worked as a Legal Officer at the Ministry of Foreign Affairs of the Kingdom of the Netherlands, in the private legal sector in London, and as a policy officer at Cordaid, an international development NGO in The Hague. Noel Stott Senior Researcher	Noel Stott joined VERTIC after gaining extensive experience in many aspects of arms control, disarmament and non-proliferation while at the South African-based Institute for Security Studies (ISS). As a senior researcher within the Verification and Monitoring Programme, Noel focusses on conventional weapons, nuclear disarmament verification as well as chemical and biological weapons and strategic trade compliance systems, particularly in the context of the Global South. With an understanding of the interface between security and development and the interface between legal and illicit markets, Noel is based in both VERTIC’s London office and in South Africa. Alberto Muti Senior Researcher	Alberto Muti is a Senior Researcher for VERTIC’s Verification and Monitoring Programme, where he leads the organisation’s work on IAEA Safeguards and Nuclear Security. He also contributes research and analysis to work on other areas, including North Korean nuclear and missile capabilities, arms control and verification writ large, conventional and cybersecurity. Cristina Rotaru Researcher	Cristina joined VERTIC in July 2018 as a Researcher in the Special Projects team. Her work focuses on sanctions evasion and implementation. She has previously worked in export controls compliance, predominantly for the aerospace and defence sector, and as a researcher for a number of organisations, including Project Alpha at King’s College London and the World Export Controls Review (WorldECR). Her academic background is in international conflict regulation and security, for which she obtained an MA in Conflict Resolution from King’s College London and two Bachelor’s degrees from the University of Vienna (Austria), as well as a certification in Middle Eastern Studies from Bilgi University Istanbul (Turkey).
