LIIA (Latvia)
The Latvian Institute of International Affairs (LIIA) was established on 20 May 1992 in Riga. LIIA is an independent non-governmental think-tank that conducts and publishes research on foreign policy, economic, and energy issues of the Baltic States and within the Baltic Sea region. The The Institute analyzes also the relationships between the Baltic States and the Russian Federation, and the European Union, and organizes as well lectures and seminars on foreign policy matters.

Andris Spruds is an acting director of Latvian Institute of International Affairs. He also holds a position of associate professor at Riga Stradins University and adiunkt at Wyzsza Szkola Biznesu-National Louis University in Nowy Sacz, Poland. Andris Spruds has MA in Central European History from the CEU in Budapest, Hungary and International Relations from Latvia University. He has obtained PhD in Political Science from Jagiellonian University in Krakow, Poland. Andris Spruds has been a visiting scholar at Oxford, Uppsala, Columbia and Johns Hopkins University as well as Norwegian Institute of International Affairs and Japan’s Institute of Energy Economics. |

Māris Andžāns has obtained a doctoral degree in political science (Dr.sc.pol.).
Apart from duties at the Latvian Institute of International Affairs, he holds positions of assistant professor and director of MA programmes of international relations and PhD program of political science at the Rīga Stradiņš University. He has experience of ten years in the public administration of Latvia. He has served in different positions related to coordination of EU and NATO issues, security of transport and communications, civil-military cooperation, aviation, electronic communications and postal issues. M.Andžāns has chaired also the National Cyber Security Council of Latvia and the Dangerous Goods Movement Consultative Council of Latvia. He has represented Latvia in different NATO and EU working parties as well as in national supervisory mechanisms of EU agencies. During the Latvian Presidency of the Council of the EU in 2015, he chaired the Working Party on Telecommunications and Information Society of the Council of the EU. His main points of research interest include theoretical and practical aspects of security, security of the Baltic States, theoretical and practical aspects of cyber security, governance of the EU, Central Asia. |

Evija Djatkovica (Vagale) is a researcher and project manager at the Latvian Institute of International Affairs. Evija holds a bachelor’s degree in Political Science and a master’s degree in Diplomacy from the University of Latvia. Evija’s professional experience is related to international relations and policy analysis. Evija has worked for the Slovak Embassy in Riga and the consulting company “Civitta Latvija” as well as for the OSCE Election Assessment Mission. Her academic interests focus on the analysis of Russia in terms of regional security from the perspective of both – soft power and hard power. In her spare time, Evija runs her own business of active recreation. |
