IFRI (France)
Founded in 1979 and chaired by Thierry de Montbrial, Ifri is the leading independent research and debate institution in France dedicated to the analysis of international issues and global governance. The institute brings together a multi-national team of fifty collaborators including about thirty permanent professional researchers divided into 10 research units around regional departments: Europe, Russia / NIS, Asia, North America (United States and Canada), Sub-Saharan Africa, Turkey / Middle East and cross-cutting issues: Security and Strategic Affairs, Energy, Space, Migration and Citizenship. Ifri’s policy-oriented research strives to illuminate international events and put them in perspective. It is primarily useful for political and economic decision-makers as well as academics, opinion leaders, and civil society representatives.

Eric-André Martin Senior Research fellow |
Éric-André Martin joined Ifri in 2018. He is member of the Policy Planning Staff of the Ministry of Foreign Affairs and contributes to Ifri’s research activity by analyzing political evolutions within the EU as well as the main debates regarding its external policy. His research also covers non-proliferation issues as well as control of strategic trade. He worked as an expert for the European Commission on these issues, notably, as team leader of the EU P2P Programme. Eric-André Martin has developped a strong experience on European issues through his successive assignments in Poland, in Germany as well as in the Foreign Ministry in Paris. |

Jean-Christophe Noël Associate research fellow |
Jean-Christophe Noël is an associate research fellow at Ifri, working on disruptive technologies and military power. He retired from the French Air Force as a Colonel in 2017. After a career as a fighter pilot, he held several positions in the French Air Force HQ, where he worked particularly on doctrine or prospective issues. He also was the deputy head of cabinet of the French Air force’s Chief of staff from 2006 to 2009, a military fellow at the Center for Strategic and International studies in Washington, DC, in 2009, as well as an expert of politico-military affairs for five years at the Center of analysis, planning and strategy (CAPS) of the Ministry of foreign affairs between 2012 and 2017. |
